Charging an average 18.1 cents per kilowatt hour, the Long Island Power Authority ranked fourth in cost among 17 large Northeastern utilities surveyed by JD Power & Associates and 30th among 344 utilities nationwide tracked by the U.S. Energy Information Administration.
