Horsley can propose and vote on laws that affect the Suffolk County Police Department. As a body, the Suffolk County Legislature oversees the police department and can confirm or reject the county executive's choice for police commissioner. The legislature can also hold hearings and subpoena documents and witnesses.
Horsley was the legislature's presiding officer until earlier this month and has served on the body's Public Safety Committee, which is charged with police oversight. He lives in Babylon Village, was elected to the legislature in 2005 and is leaving office in January. Before joining the legislature, he served as a Babylon town councilman from 1999 to 2005.
